We assess the development of the relationship between the institution of the head of state and judicial power as it has developed from the patrimonial state through individual other epochs of the history of monarchical power to the present. The contribution emphasizes the environment of the local government and care for seniors within the selected original competences of the municipality in the context of field (home care) service and care within the family (home) environment (aging in place) for citizens who, due to their age and health status, are dependent on help and support in an unfavorable social situation in the community environment.
