Examining Public Social Responsibility (PSR) through digital responsibility

The megatrends of the digital age, changes in competitive culture, and the dimensions of sustainable development have redefined the concept of social value and its interrelated duties, including the identity of the parties that are responsible for undertaking such actions. These
trend spirals bring to the forefront the unavoidability of individual and community actions; supporting – and in some cases, coordinating these actions – is the duty of the state/ local government. Social integration has been noted in a diverse selection of documents for quite a long
time; digital inequality (and consequently the digital catchup effort) – one of the most significant segregation inducing factors – has only become a defining factor in the current „third generation” strategies. Our paper presents the most significant stages for catching up, potential points where actors can intervene, and pinpoints the responsibility for undertaking this effort. Finally, we define specific tasks that can be integrated into the routine of public administration under the label of an administrative Public Service Responsibility task.
