FIRST WOMEN IN PARLIAMENTS AND GOVERNMENTS IN CENTRAL EUROPE
Ivan Halász
Central European Papers 2024, 12(1):9-27 | DOI: 10.25142/cep.2023.008
The study focuses on the first women MPs and ministers in Central Europe. Before the First World War, the women’s suffrage movement had also emerged here, but had not yet achieved any great success. The real turning point for women’s representation came with the First World War. In 1918 and 1919, women throughout the region were granted the right to vote and to elect representatives at parliamentary level. In Austria, and in part of Czechoslovakia, it was mainly women from the Social Democratic movement who played a decisive role. In these two countries, the proportions were similar in the early years. Women elected to the first Polish...

Anna Václavíková, Lucie Kamrádová
Central European Papers 2024, 12(1):29-38 | DOI: 10.25142/cep.2024.001
The aim of the article is to provide an up-to-date view of the issue of seniors, from a slightly different angle. Not to stigmatize the elderly only as a group of people who burden the social system year after year, demanding better pension security and a better pension policy, but to show the elderly in different situations – as economically active, to evaluate their age and share of the total population, what is their marital status, but also to watch as partners who have not yet resigned to their lives and are still thinking about the future. The aim is also to point out that the aging of the population is indeed a process that continues and...

Martin ©vikruha, Jakub Bardovič

Territorial self-government is related to a range of competencies and services that must be provided and ensured for residents in the area. However, there are some countries where there are doubts about the ability of certain local governments to fulfil their responsibilities. Slovakia is an example of this. The significant fragmentation of the territory results in a large number of small municipalities. For this reason, the aim of this article is to find out the ability of small municipalities, categorised by population size (up to 500 and up to 1,000 inhabitants), to provide technical infrastructure services within their territories, in particular...

Ferdinand Korn
Central European Papers 2024, 12(1):63-83 | DOI: 10.25142/cep.2024.002
The presented article provides, on the basis of constitutional-theoretical and political postulates, an insight into the social phenomena that are present in the election of the chief controller of the municipality in the Slovak Republic. It provides a legal analysis and synthesis of the relationship between the individual and the state, the relationship between the state and the municipality, the relationship between the municipality and the individual, and the relationship between the municipal authorities. It combines generality and casuistry in the election of the chief controller of the municipality and points to the obligation to observe the...
